How to Obtain a New Driver's License in Texas?
MINOR DRIVER LICENSE:
For individuals aged 15-17 (Minor Program):
PROVISINAL LEARNER PERMIT: (1st phase) Begin by completing a 24-hour driver education course with a TDLR-approved driving school, or an online parent-taught course. Following this, schedule an appointment at a license office to apply for a learner permit. At the office, you will be required to provide fingerprints, undergo an eye exam, take a photograph, and present your Social Security card and birth certificate. Additionally, the VOE report letter – verification of enrollment about high school attendance- brings two proofs of residency in Texas; each bill must be dated within the last 90 days.
PROVISIONAL DRIVER LICENSE: (2nd phase) After obtaining your learner's permit, wait six months to practice driving either with a driving school or with your parents. When you turn 16, take the skills test at a TPST-approved driving school or at a license office to qualify for a Texas provisional driver's license.
- Please note: If you hold a learner's permit or driver's license from another state, you will receive an equivalent value upon application in Texas. The out-of-state permit or license must be surrendered during the application process, and there is no requirement for a written exam or driving test.
ADULT DRIVER LICENSE:
For Adult age 18 -24 (Adult driver's license program):
LEARNER PERMIT: (1st phase) Individuals aged 18-24 are required to complete six hours of adult driver education course at any TDLR-approved driving school or online. Following this, schedule an appointment at a licensing office to apply for a learner permit. At the office, applicants must provide fingerprints, undergo an eye examination, have their photograph taken, and present both their Social Security card and birth certificate or passport. (For non us citizen, carry all immigration documents) Additionally, two proofs of residency in Texas are required, with each bill dated within the past 90 days.
DRIVER LICENSE: (2nd phase) After acquiring your learner's permit, you should begin driving practice when you feel confident, schedule and complete your road test at any TPST-approved driving school or license office. Upon successful completion, you will be issued a Texas driver's license.

Afterward, schedule an appointment at a licensing office to apply for a learner's permit. Applicants must provide fingerprints, undergo an eye examination, have their photograph taken, and present both their Social Security card and a birth certificate or passport. (For non-U.S. citizens, carry all immigration documents.) Additionally, two proofs of residency in Texas are required, with each bill dated within the past 90 days.
